駁「台灣淪世界垃圾場」環署重申限縮廢紙、廢塑膠進口

日前蘋果日報推出專題，揭國外廢紙、廢塑膠大量進口來台狀況，質疑台灣淪為世界垃圾場。「台灣是循環經濟的熱點」環保署30日做出回應，強調廢塑膠與廢紙的確進口量有增加，但是焚化廠的處理量並沒有相應的增加，可見外界疑慮進口後產生大量垃圾的問題並沒有發生。

且環保署持續對產業用料進口的管制提出研擬，本月中就已預告要修正廢清法子法，「稍微清洗又做原料賣出去這種錢我們不要賺。」環保署副署長張子敬表示，新制將從調整廢塑膠、廢紙的品質與輸入業者資格，未來只有工廠可以申請進料，以此來管控進口事業廢棄物，也防止廢紙、廢塑膠來台加工成原料又再外銷，卻衝擊環境與國內回收產業的低階加工，新制最快10月就要上路。

廢塑膠、廢紙輸入大增環署檢討產業用料名單

張子敬表示，這些廢塑膠、廢紙以「產業用料」的身份進口，而非廢棄物。去年廢清法修正後，廢棄物的定義已從嚴認定，定義為被拋棄、不具市場價格者，這些廢棄物原則上並不能進口。而包括廢紙、廢塑膠、廢鋼鐵等14項「產業用料」，則是因有產業需求、且認定對環境較無顧慮者，名列其中者的進口並沒有特別管制。但未來廢紙、廢塑膠將從「事業廢棄物清理計畫書」審核用途來管理，確認用途是將再利用做成產品，而非只是原料。

廢管處副處長蘇國澤表示，產業用料名單定期有檢討，名單內的物質有可能移出，並非會一直固定，因此月中才會有修正草案的拋出，將對廢紙、廢塑膠的輸入材質限縮，也控制為只有工廠可以申請輸入。蘇國澤解釋，工廠因各自的用途會對進口的物質提出品質要求，而過去貿易商先進口再分類處理賣出，輸入的廢料的確通常「比較髒」。

蘇國澤說，環保署在中國限收洋垃圾政策出爐後，也一直有在注意進口狀況，上半年的確進口量約是去年同期的2.5倍，因此當6月發現輸入量異常後，也已展開與相關部會的研擬、實地訪查進口業者，發現今年上半年廢塑膠及廢紙進口至國內的數量明顯增加，且大多為邊材或「下腳料」，因此展開廢紙、廢塑膠輸入規定的修正。新制工廠才能進口廢塑膠、廢紙限單一材質或單一型態

在環署本月13日的記者會上，廢管處預告要修正「屬產業用料需求之事業廢棄物」，草案將規定熱塑型廢塑膠的來源須為製造塑膠製程產生的下腳料或不良品，且不含醫療廢棄物；在品質控管部分，則僅限單一材質或單一型態的塑膠。另在廢紙部分，則僅限回收的未漂白牛皮紙、紙板及瓦楞紙或紙板，且不得夾雜非紙材質。且進口者身分須為，依法辦理工廠登記或符合免辦理登記的工廠。

蘇國澤表示，這個子法上路後，就將使與國內回收產業衝突者無法進口，以紙類為例，過去牛皮紙、瓦楞紙、紙板等屬長纖紙類者約佔了92％，佔8%的雜誌書報等短纖，未來就不能進口，工廠有需求就只能向國內的回收業者收購。「我們回收做得很好，但在再利用上，經濟規模不夠大。」蘇國澤解釋為何還是需要進口廢紙廢塑膠，為的是增加經濟規模，讓國內的回收物得以進入再利用循環中。否則在他們的訪查中，甚至有工廠因為回收料不足，只能開機六成。

蘇國澤表示，在這一波討論中，廢管處也考慮再增加限制「不得再製為原料後輸出」，但還需要經過公聽研商的程序才會定案。「資收大軍計畫」雇拾荒者今年目標分類1萬噸回收物

至於洋垃圾轉進台灣後，衝擊回收價格不斷下挫的狀況，張子敬表示，環保署去年就已經推動「循環經濟資收大軍計畫」，補助地方政府僱用資源回收個體戶，2017年每月平均僱用了2756人，2018年再提高為3482人。

資收大軍在2017年協助分類了1萬1619公噸的資源回收，2018年預計可達1萬公噸以上。張子敬表示，這個分類資源回收的計畫，除了可以提升資收物價值，暢通去化管道，也協助提高資收個體戶收入，降低回收價格下降後對第一線拾荒者的經濟衝擊。
