光仁中學與永東扶輪社合作，在校內成立感覺統合訓練中心，提供幼兒早期療育。 圖／讀者提供 分享 facebook 據醫學統計，台灣地區有17%的幼兒在成長過程中出現感覺統合失調，早期可能有手眼不協調等症狀，如未治療可能變成發展遲緩。台北永東扶輪社與新北市私立光仁中學合作，在校內成立感覺統合訓練中心，結合醫療團隊免費為幼兒進行早期療育。光仁中學校長江書良表示，學校特別撥出2間近百坪的空間做為「知覺動作教室」，並與永和耕莘醫院等專業醫療團隊合作，提供板橋及新北市有早療需求的學童使用。. } }); } 永東扶輪社社長林正銘表示，他們以「運用感覺統合訓練提升孩童基礎學科學習成效計畫」，向國際扶輪提出申請，經過近1年審核，獲核發約170萬元經折扣情報撿便宜購物費，是全台唯一獲經費的全球指標型計畫。林正銘說，成立感覺統合訓練中心有3項目標，包含撿便宜購物好康平台設立知覺動作教室、成立醫療團隊和加強社區宣導，後續還會到社區宣導，確認需求，並拉醫療團隊穩定提供服務。永和耕莘醫院小兒科主任周彥廷示範特教班學生使用該教室，包含擲球訓練手眼協2018熱門產品活動產品調、穿越圓筒訓練平衡感等。周彥廷表示，6歲以前是發展遲緩治療的黃金期，3歲以前若確診即接受治療最選購指南必買清單理想。周彥廷表示，中心將結合職能治療、物理治療及語言治療等專業人員，一起為新北學童服務。校方表示，有需求的幼兒家長可免費向光仁中學申請（02）29615161。
能源治理大比拚：新北第一 台北台中六都最慘

民間團體組成的能源轉型推動聯盟今（12日）公布2017-2018年縣市能源政策評比結果，新北市以城市節電文化、整合商家參與及政策整合蟬聯第一名，非六都的屏東保持第二，但台北慘跌至第八名，台中則列六都最末位。桃園市與嘉義市則獲得最佳進步獎。
能源轉型推動聯盟表示，能源政策需要傳承延續，年底縣市長選舉在即，各候選人卻沒有能源政見，民間會對此持續監督。
新北蟬聯榜首 桃園、嘉義進步多 台北台中被超越
2015年經濟部開啟「自己的電自己省」智慧節能計畫，首度將能源治理下放地方。樂見此項轉型，綠色公民行動聯盟、地球公民基金會、再生能源推動聯盟、媽媽監督核電聯盟、主婦聯盟環境保護基金會等十幾個民間團民間團體共組能源轉型推動聯盟，監督地方能源政策。繼2016年後推出縣市「節電」評比後，這次的評比是針對本島19縣市，並新增「綠能」評比。
2018年評比出爐：一到四名為新北市、屏東縣、台南市、桃園市，名列A段班。第五到八名為高雄市、雲林縣、嘉義市、台北市，列入B段班。最佳進步獎則為桃園市、嘉義市。
新北雖然沒有很好的太陽能與風能條件，仍以強大節電文化、服務業商家響應，能源資訊應用平台等政策蟬聯榜首。屏東以非六都搶上第二名，能源轉型推動聯盟表示，除了積極布局綠能外，屏東今年在農業節電、大型養豬戶沼氣發電等持續改進，並整合減化綠能申請流程，值得肯定。
之前因埤塘重電爭議而備受矚目的桃園市，這次從B段班躍進A段班。能源轉型推動聯盟表示，桃園將綠能辦公室平台拉到市府層級，而且統一規劃埤塘，避免投機炒作，加上需量反應計畫減少尖峰用電，進步很多。嘉義市則以節能、綠能與儲能的整合性策略與「千屋計畫」，展現強烈企圖心，快速上升到B段班。
相較之下，台中、台北表現不佳。媽媽監督核電廠聯盟秘書長楊順美表示，不是做不好，而是別的縣市進步更多。台中作法依循章程，缺乏規畫；台北則缺乏民眾參與，局處整合較差。
主婦聯盟基金會台中分會會長張明純補充，台中雖然也有低碳自治條例，並規定用電大戶應有10%的綠電，但執行成果並不是很好。
政策要延續 不是綠能裝愈多愈高分
再生能源推動聯盟理事長高茹萍表示，經過兩、三年的努力，許多縣市的綠能政策都有很好的進步。可惜年底九合一選舉在即，候選人卻沒有提出能源政見，她呼籲打算接棒的候選人拿出企圖心。
能源轉型推動聯盟表示，各縣市裝設綠能的條件不同，客觀環境如人口成長也不同，評比主要是自己跟自己比。除了人均用電量等數據比較，也包括能源專責單位、推動整合層級、能源自治條例、民間參與平台等項目。不是綠能裝最多、最大就最好。
地球公民基金會主任蔡卉荀也提醒，近年部分地區因綠能裝設衍生出農地、魚塭土地炒作，反而引起社會反感。縣市政府應該出面解決，把社區參與跟同意納入綠能發展中。
綠色公民行動聯盟副秘書長洪申翰表示，從這兩三年的經驗中看出，成立地方專責單位的縣市在累積經驗與人才後，有很明顯的進步。各縣市的能源條件差異很大，中央的補助規定不宜限制太多。
