IC設計族最新群近期表現強勢，昨（3）日由IC設計族群拉抬多方，今日仍延續強勢表現，盤中包含原相、聯詠、敦泰、立積、瑞昱等走揚，其中，立積漲逾4.9%。法人看好IC設計族群，主要在四區塊：一、在5G概念股方面，5G市場持續擴大，相關將有望在此情況下提升市占率而推升獲利。二、在NB產業方面，因為產業整體僅呈現持平狀況，故僅聚焦在連接器改朝換代的受惠股，TYPE C及快充將帶來CONTROLLER需求的提升。三、在手機產業方面，因全面屏手機滲透率持續提升，過去的設計必須更改，尤其在P SENSOR、TDDI及屏下指紋辨識IC等，皆需要新設計的新產品去替代。四、在MOSFET缺貨概念股方面，受惠國際大廠退出，且電子產品的單位用量持續限時商品購買折扣提升下，加上目前庫存水位仍處於歷團購熱門商品特惠活動史水位低點，預期MOSFET缺貨將持續。. } }); } 在今日盤面亮點股方面，立積受惠投信連兩日買超，今年第一季每股純益（EPS）虧損 0.送禮最新18元，由於營運面逐漸擺脫去年頹勢，在WiFi射頻前端模組競爭力提升、貿易戰轉單效應及下半年旺季加持下，近期股價走揚。展望後續，隨著FEM比重提升，毛利率提升至37.9%。成功打入多平台設計、多個產品，而手機、平板與車用Wi-Fi也打入多品牌。
議員質疑柯P 海綿城市治水破功
【台灣醒報記者劉東皋台北報導】「南部治水已破功，柯P海綿城市也破功！」國民黨台北市議員王鴻薇、徐弘庭10日抨擊市長柯文哲相關治水措施執行不力，動作太慢，導致這兩天豪雨造成213處淹水。不過，水利專家、桃園市水利局長劉振宇指出，台北海綿城市不算破功，未來需要加強的，應該是在於管理的精緻度上。
王鴻薇兩位議員在市議會召開記者會，指責柯P在管理上有疏失，此次台北市各地區降雨量很多未達78毫米，卻淹大水。接著有兩個大颱風要襲擊台灣，恐造成更大的淹水災情
王鴻薇表示，去年約在此時，她就質詢柯P，台北市透水舖面人行道進度太慢，全北市只有完成3%的透水舖面人行道，當時柯P就說要加快進度。但到了今年，透水舖面人行道才達10萬3600平方公尺，只占全北市4％，一年才增加1個百分點，難道要給柯P 100年的時間，才能建置完成嗎？
徐弘庭要求，市府應趕快清查出到底哪些區域的雨量未達78毫米，卻淹大水；到底是因清淤沒做好，或是路面工程導致排水不良？柯P曾號稱，在正常情況下，下雨達每小時130毫米都不會淹水，現在連不到78毫米就淹水，連中正紀念堂都淹成像個大水池。未來兩周恐有「百里嘉」及「山竹」兩個颱風會襲擊台灣，災情將更嚴重。
台北市環保局人員列席記者會表示，清潔人員事先已完成下水道各項清淤工作，淹水不是環保局未善盡責任之故。工務局水利工程處副總工程司施俊達則表示，造成淹水有很多原因，包括水道清淤、雨水量在十至二十分鐘短時間內就傾盆而下，造成排水不及。雖然有些地方因急促降豪雨而淹水，但一小時後即漸消退。
曾任台大環境系統工程系教授、台中市水利局長、現任桃園市水利局長劉振宇從旁觀專業的角度分析，台北建設為海綿城市的規劃不能算破功。包括推動大樓社區自設雨水儲水系統、各項滯洪設施的建置等。
劉振宇說，未來更重要的是管理執行面的精緻化，例如，排水道清淤有沒有徹底，或事先的預防措施的執行。這次大湖地區沒有淹水，表示事先的預警與防範措施已先啟動；這些都是管理層面的問題。
